I think I follow.. you want to be able to switch workspaces by scrolling the mouse wheel over anywhere in the top panel? The current development head of workspace-indicator extension ( https://github.com/erick2red/shell-extensions ) allows that, if you set the dconf key /org/gnome/shell/extensions/workspace-indicator/entire-panel-reactive to true.
