Perhaps a question on the Norwegian translating forum l10n...@lister.huftis.org will give some response?
(I am not translating Gnome).

I'm the one that contacted Børge Roum, and I have also raised the question in a few other places. I've heard nothing back except from Børge.

I also sent an emeil to gnome-no, but that email list seems to be dead or extremely quitët… https://mail.gnome.org/archives/gnome-no/

    Hi Børge,

Writing to the list was the right thing to do. Hopefully Kjartan will
answer and tell us more details about the current team status.

In the case he doesn't answer in a reasonable timeframe, you might
discuss between translators if anyone is ready to take more
    responsibilities in the team.
And don't stop to continue translating, as your work IS going to be
    committed, sooner or later.

    Regards,

    Claude
