Hello Danial, only the language team coordinatior (in your case Arash Mousavi) can have git access, not other team members (not even committers). If the coordinator can't commit a new translation for some reason, you can post a link to it here and another team coordinator can commit it for you. (Then you can commit updates directly from damned lies).
Regarding access to the issues, you don't need a GNOME git account for that. Just someone with the appropriate privileges to add you (someone listed as owner in https://gitlab.gnome.org/groups/Teams/Translation/-/group_members). I don't know how this works though (whether the approval of the language coordinator is required or not).
