At the moment Luganda is not on the drop-down list at Mango, so I will use the 
manual method.

It would be best if you got an git account for yourself or for someone
from the Luganda team.

There are very many GNOME modules, and sending an email here for each
update for each module wouldn't be the ideal workflow.
