Well, it's more a limitation of the platform than a policy decision. In the GNOME traditional translation workflow, there is nothing so complicated for "simple" translators. You can just instruct them to go to the kupfer module page [1], click on their language, download the po file, translate it with the tool of their choice, and then upload the file again on l10n.gnome.org. Nothing more. [1] http://l10n.gnome.org/module/kupfer/ All the more complicated things (e.g. git stuff) are taken care of by the language coordinators. As a maintainer, your only task regarding translation should be to properly mark strings for translation and update POTFILES.in/skip. Hope this helps.
