In the end, like any account decision, it's up to the admin who resolves the account request, but I can tell you that no account is ever allowed without existing contributions. For translator accounts, the rule of thumb as described on http://live.gnome.org/TranslationProject/RequestingAnAccount is "a handful of complete translations that are more than a hundred messages in size". When you think you meet those criteria in SVN (and other criteria listed on http://live.gnome.org/TranslationProject/RequestingAnAccount), feel free to submit your account request.
