Well, we have a script[1] to download everything from d-l via wget, and it takes about 10-15 minutes for me (on a 5 Mbit net) to complete. downloading just this bunch of tar.gz files would take a lot less time. IMHO with these compressed files, the whole process would be fast enough to make no need of diffs or other complicated voodoo.
