Thanks Olav, it worked. The require_explicit_destination option is found under Privacy Options/Recipient Filters in mailman.
A less complicated alternative would be to pick the RSS feeds that cia.cx produces, and then find an RSS to Email service. This does not produce 'realtime' notifications due to delays at cia.cx, but it's reasonable. If someone goes this way, it would be good to document which rss2email service they chose.
