Hello Sumesh, You can work on Gnome 2.18. Please visit http://l10n.gnome.org/languages/ml for current status of GNOME Malayalam. Click on Gnome 2.18, from where you can download the po files to work on. As far as I am aware, I am the only one with svn access, hence translated files can be sent to me so that I can submit them to the svn repository.
Current status of Malayalam Gnome 2.18 is 77%. You can start working on the files under UI translations. I have cc-ed my reply to gnome-i18n mailing list too, hope I have answered all your questions.
