This doesn't need permission. You can commit and notify the list after
your have commited it.
Yeah, if the bug is that the string wasn't previously marked for
translation by accident, then the fix isn't affected by the string
freeze. However, please let the translators know when the patch has
been committed, so that they know when to update their translations.
