We don't know a week before release how many languages are going to end up supported, so we put in a few more which are not too far away (65% or something like that was the limit I used this time). This is done so translators can translate all the languages which might get included, and once we finally know the status, we remove those languages, not hurting translations, apart from that single message with the count. But, the translators comment should note that the number is changing.
