Right now the only way to configure the focus and caret tracking is with
the terminal:

gsettings set 'org.gnome.desktop.a11y.magnifier' 'focus-tracking' <value>
gsettings set 'org.gnome.desktop.a11y.magnifier' 'caret-tracking' <value>

As Peter Vagner mentioned, <value> can be 'none', 'centered', 'pushed'
or 'proportional'

caret and focus tracking are based on accessibility events. Evolution
has right now several accessibility issues, so probably the
accessibility events are wrongly emitted.

Don't know about LibreOffice, but there is a bug already opened in
relation with Firefox:
https://bugzilla.gnome.org/show_bug.cgi?id=709579

The bug is still not solved, but on the comments of the bug, it includes
a workaround to get it working. I hope this helps.
