   0.system means that your PHP use the system timezone database
   so ensure it is up-to-date (tzdata package)

The pecl/timezonedb doesn't make sense in this case.

P.S. the PHP patch to use system db, mostly maintained by Red Hat is
used in various distributions (RHEL, CentOS, Fedora and IIRC Suse, ...)
