Bear in mind though that the sync speed which you get has nothing to do
with the ISP which you use. Regardless of who provides your back-haul
service, the sync speed is dictated by the quality of the wire between
you and the cabinet. Switching to a different ISP will make no
difference to it, unless you also switch to a different infrastructure
(e.g. Virgin).
The original query though was about IP address allocations and DNS.
That *is* under the control of your chosen ISP.
