I've installed latest Gitlab CE 7.9.0 on Ubuntu 14.04 and I'm running it with Nginx/Passenger combo according to this https://gitlab.com/gitlab-org/omnibus-gitlab/blob/master/doc/settings/nginx.md#using-an-existing-passenger-nginx-installation
But changes made to /etc/gitlab/gitlab.rb: gitlab_rails['time_zone'] = 'Europe/Moscow' do not affect. When I switch back to bundled nginx/unicorn it works fine.
