1. It should be able to do so, as GitLab is a Rails application.
2. The built-in wiki uses gollum, which stores content inside a git 
repository. You might need to do extensive retooling, as you'll need to 
override the wiki model and controller (in app/models/wiki_page.rb and 
app/controllers/projects/wiki_controller.rb).
