I think changing the creator is rewriting history, I'm not too keen on that. I think instead of having a function 'create issue as a user' it would be better to have the ability to 'login as this user' for an admin. This way they can do all kinds of actions as that user without complicating the codebase. If you make a feature request I'll ensure we'll have a look at next week.
