   The original PR to add this page from @tisonkun  
   - https://github.com/apache/datafusion/pull/10271
   
   The use of closer.lua I think helps spread the load to different ASF mirror 
sites as described here: 
https://infra.apache.org/release-download-pages.html#links. It seems to require 
a specific version specified which requires updating to reflect the latest 
release. 
   
   Since almost all of DataFusion's distribution is via crates.io, I don't 
think the closer.lua mechanism is relevant to us at this time, so I changed the 
link to the main top release page, that will not need updating.
