[I] ILIKE incorrectly optimized to equality test [datafusion]

   ### Describe the bug
   
   Best demonstrated with an example:
   
   ```
   > select a ilike 'foo' from values ('FOO') bar(a);
   +-------------------------+
   | bar.a ILIKE Utf8("foo") |
   +-------------------------+
   | false                   |
   +-------------------------+
   ```
   
   `EXPLAIN VERBOSE` points to `expr_simplifier.rs` where the following is 
incorrectly assumed:
   
   ```rust
   // If the pattern does not contain any wildcards, we can simplify the like 
expression to an equality expression
   ```
   
   (missing the check on `case_insensitive`)
