### What is the problem the feature request solves? I came across this TODO in the code base: https://github.com/apache/datafusion-comet/blob/87ef44cb05af5e8e4af7ba7f35b5aca77cf60753/spark/src/main/scala/org/apache/comet/serde/QueryPlanSerde.scala#L2962 The associated PR (https://github.com/apache/arrow-rs/pull/6225) merged and the issue (https://github.com/apache/arrow-rs/issues/6226) is closed, and we should be on a new enough version of arrow-rs. There was a Comet issue (https://github.com/apache/datafusion-comet/issues/807) and associated PR (https://github.com/apache/datafusion-comet/pull/811) to fall back in the problematic scenario. ### Describe the potential solution Relax the fallback constraints and add tests, and possibly reenable related Spark SQL tests if any were skipped. ### Additional context _No response_ -- This is an automated message from the Apache Git Service.
