### What is the problem the feature request solves? Arrow plans to remove `dict_id` from the `Field` struct. See https://github.com/apache/arrow-rs/issues/5981 for more information. It seems that Comet currently relies on using this `dict_id` to track dictionaries during FFI between Rust and JVM and removing it may require changes in Comet.
