None of the three casts can be delegated anymore. Delegating int to decimal to arrow's cast measured 45-111% slower than the unary_opt pass from #4939, float to decimal now uses the Spark-exact shortest-representation algorithm from #5136 instead of arrow's (f * 10^s).round(), and #5185 removed the native boolean to decimal cast in favour of the codegen dispatcher.
