Closing this PR, the work has been superseded by #4034, which adds a dedicated cast_string_to_timestamp_ntz path with a proper timestamp_ntz_parser (offset stripping, time-only rejection, DST-free arithmetic) and marks String -> TimestampNTZ as Compatible in CometCast, resolving #3179.
