In Lubuntu I couldn't find a possibility to change the blinking rate of the cursor for Geany outside Geany (I looked for it in main menu, Preferences, LXQt settings, Appearance, Cursor). I think it would be better if there is a way to change this setting in each application, because maybe someone wants to have a blinking cursor in LibreOffice Writer but not in Geany.
