Yeah, see [PEP 394](https://www.python.org/dev/peps/pep-0394/) for Unix systems 
and [PEP 397](https://www.python.org/dev/peps/pep-0397/) specially for windows 
for an explanation.

My summary from those, use `python3` on unix and `py.exe` on windows.
