I & several others in Australia use GIMP for this &
have never run into a problem.
Unlike certain other commercial enterprises, Open Source
licenses typically do not have specific exceptions for
commercial use.
The one near-exception I know of is the Creative Commons
ShareAlike license which _can_ have exceptions like this
sample one I drummed up:
