This is not illegal, technically, but there is no reason you should pay for it. You can get GIMP free for use on Linux/Unix, Windows and Macs. If you're not sure where to get it, feel free to ask here. Please mention the operating system you will use with GIMP. The GIMP license (known as the GPL) is more importantly attached to the program itself and how it can be redistributed.
