You can for example drag the layer preview from the layers dialog and drop it onto the toolbox. Or you can select the layer, copy (Ctrl-C) and paste as new (I don't quite remember how exactly that was done in 2.2). Alternatively, if you are saving to a format that doesn't support layers, you can just Save. Then in the Export dialog hit the Ignore button. This will skip the export and the save plug-in will only save the active layer then.
