That is not going to work as there's no gimp-remote on Windows. The standard installer ships with a tool called gimp-win-remote though. This tool, which is not maintained by the GIMP developers, has similar functionality. BTW, on a modern Linux desktop that has support D-Bus you don't need gimp-remote any longer. The functionality is built into the main gimp executable then.
