gimp wise you could try Filters->Unsharp Mask. But as for the camera - I couldn't tell from the sample pic if it is a focus problem. Is it focusing someplace else - easier to tell if there is more depth in the photo. Take a snap of a brick wall from an angle, or snap a photo of some stairs.
Is it a dirty lens? Take it into your local camera shop and ask them to clean the lens for you (should be free).
