xsane-gimp doesn't exist anymore, not even in /usr/local/bin the ? new?
default dir.
If you have xsane installed in /usr prefix you shoud have a /usr/bin/ xsane executable for it ("which xsane" will tell you where it is located).
Go to your .gimp-2.0/plug-ins directory (in your home directory) and add a symlink to the xsane binary :
cd .gnome(2.0/plug-ins
ln s /usr/bin/xsane
This will give the following symlink: xsane -> /usr/bin/xsane
For a general usage on your machine you can make the symlink in /usr/lib/gimp/2.0/plug-ins
