stp: TCAP: re-work tests as the TCAP routing changed
Original the TCAP routing was designed in a different way.
The original concept was to load-balance the TCAP sessions when they
originate from M3UA -> IPA by the oTID.
This changed into load-balancing TCAP sessions from M3UA -> IPA
and track the session with the IPA/TCAP ids.
