If I may make a suggestion for a topic that might be good for the class, perhaps you can explore the transfer of the islands in Boston Harbor from local control to the State Parks and then the National Parks Service.

At the time, urban parks like the harbor islands were a new an untested idea. Your students should not have too much trouble finding conflicts in the park's history.

You might be able to find a ranger or other park employee who can speak to the class, and it may be possible to schedule a field trip.
