in the spirit of Ken's email, i thought i would send the email i sent today to 
kick start the conversation on the International Political Sociology Section. 
It's important that the various sections come together on this, and I 
understand that my email has already been circulated to other sections, and 
since i am a member of both, here we go.

I should add that the email has generated a robust response on the IPS 
list-serve with a clear call emerging to relocate the ISA out of the US:


Dear Fellow IPS members


Unlike in the other sections, there has been no discussion in the section on 
last week's developments, which will directly affect the ability of some of our 
colleagues to attend what is supposed to be an international conference -- and 
the desire of many more of us to attend the convention under circumstances that 
discriminates against some of our international colleagues.


Many of us are troubled by the weakness of the ISA's response. It is therefore 
seems to me to be incumbent upon the sections to step in where the ISA is 
falling short.


 In the current circumstances, it seems urgent to raise the necessity to move 
the ISA outside of the United States. It is too late for this year, of course, 
but we can do something for next year.


Therefore I would like to respectfully propose to the section officers to open 
up the discussion on this listserv, prior to the Convention, in order to be 
able to pass a motion at the IPS section meeting that could be submitted to the 
ISA HQ for the next convention.


This is important looking into the future, but also for the up-coming 
convention, given the number of people, including myself, who re-considering 
whether to attend Baltimore in the current circumstances. Doing something about 
it in Baltimore would be a reason to attend.

Bob Keohane has written a statement, attached, urging ISA to take a stronger 
stand against Trump's executive order restricting immigration from select 
Muslim countries (ISA's initial statement is below).

If you support Bob's statement, please email him directly at

Please feel free to share widely.  He is collecting names today (Jan 30) and 
will send his message tomorrow am.

Please DO NOT reply all (unless you want to engage in a substantive debate with

I was distressed at the statement sent out from the ISA office yesterday about 
Trump’s Executive Order, because it was so weak and incorrectly suggested that 
the ban on ISA engaging in partisan politics forbids us from protesting the EO.


I am writing to you asking that you consider adding your name to the attached 
message, which I would propose to send to the ISA office.  Since prompt action 
is needed, I plan to send the message tomorrow morning.  Please indicate if you 
wish to add your name; and please free to circulate this message to colleagues 
not on the above list.

This statement is too weak.  It is not taking a “partisan” position to oppose 
this travel ban, which affects scholarly activities.  Universities have done 
so. Step up. Crises are a test of leadership; don’t fail it.

Dear Colleague,

ISA has received many messages of concern in recent days about developing 
policy changes within the United States. The ISA leadership are all deeply 
concerned about the implications of these changes, especially for scholars from 
affected countries. As always, ISA remains dedicated to and embraces diversity, 
inclusion and academic freedom in all of our activities and programs. We remain 
committed to this philosophy for the 2017 Baltimore Convention and beyond.

With respect to some specific convention-related details:

  1.  Those who are denied a visa or entry (even with a visa) to the United 
States for the convention will have their registration fees refunded.
  2.  For those affected, there will also be no penalties imposed with respect 
to next year’s ISA participation possibilities.
  3.  Although we recognize that some are urging a boycott of the Baltimore 
convention because of the imposed travel ban, we strongly encourage everyone 
who can to come to Baltimore.  That way, we will have the opportunity to 
discuss how to move forward as an Association in this changed reality.  
Otherwise, we allow further suppression of our scholarly interactions.
  4.  Please also note that ISA is a 501c3 non-profit Association, which 
prevents the Association from taking partisan stands on policy issues.

We also know that many of our members conduct research that is highly relevant 
to policy issues that the new US administration is confronting.  As such, we 
expect that many of the panels and roundtables at our Baltimore convention will 
provide opportunities for scholars to speak about how their research addresses 
these prominent policy controversies.  We also expect to discuss at the 
Governing Council Meeting and in Baltimore convention venues how US law affects 
future convention siting.

You will note that the theme of the meeting is “Understanding Change in World 
Politics” and the apparent change in US foreign and domestic policy is likely 
to be prominent in many high-level discussions at the convention, including the 
Sapphire Series and panels focusing on the program theme.

As always, ISA takes very seriously its role in connecting research to policy 
and providing a forum for the free exchange of ideas. We look forward to seeing 
you in Baltimore for what looks like an exciting conference and a great 
opportunity to think on the current challenges to freedom of thought and 
movement of all people.

Lastly, for those of you affected by the temporary ban, please keep ISA HQ 
informed of these issues, so that we have the most information possible with 
which to make decisions.
