T16P23 - Energy – Water Nexus: Risks and Opportunities for Effective
Governance and Sustainable Provision
The interconnected nature of providing energy and water exacerbated by the
climate change presents critical governance challenges. Whether through
public, private, nongovernmental, self-provision, or some combinations of
these, the story is one of mixed outcomes. One project may be
cost-efficient but not equitable. The other may be very effective but
environmentally unsustainable. Yet another one may meet all important
criteria at a small scale but is not applicable elsewhere. The “nexus
approach” highlights interdependencies and holds promise for improved and
sustainable provision through maximizing synergies and minimizing
trade-offs. While this approach is elegant and conceptually appealing, what
do we know about its applicability in practice? What have we learned from
these diverse initiatives about governance? What works, what does not, and
what improvements should be made to address the complex energy-water
challenges? What can practical experience contribute to the emerging
“nexus” theory? This call encourages practitioners, researchers, and
independent scholars whose work intersects with the energy-water nexus to
submit high quality papers for participation in a panel discussion.
Interested applicants are invited to submit abstracts for consideration by
the deadline. Applicants are welcome to address the topic from a single or
interdisciplinary, or practical or theoretical perspective. Innovative
approaches to governance will be given special consideration.

*Deadline for PAPER Proposals: 15th January 2017*

Following upon the success of the first two International Conferences on
Public Policy in Grenoble (2013) and Milan (2015), *we are pleased to
invite you to submit a paper proposal* to the leading international forum
for public policy scholarship. Organised by the International Public Policy
Association, the Conference will take place at the Lee Kuan Yew School of
Public Policy, National University of Singapore, from 28th-30th June 2017.

This Call for Papers for the third International Conference on Public
Policy follows up on the success of the call for panels with more than 210
panels selected. Open from 5th November 2016 - 15th January 2017, paper
proposals should address one of the research questions contained in the
panel descriptions found on our website. Please browse the list of panels
to find the most relevant panel for your paper.

To propose a paper, please:

   1. Log-in to your account (or create one if you haven't done so
   previously, at http://www.ippapublicpolicy.org/register)
   2. Complete the online form with the following information
      1. The email(s) of any other co-authors (all co-authors must also
      have an account in the system),
      2. The code of the panel in which you would like to present,
      3. The title of your paper
      4. An abstract the paper (300-500 words) explaining your paper
      project, your research question, your methodology and how it
fits with the
      panel topic chosen.

The selection of the papers for each panel will occur after the end of the
call for papers (15th January 2017) and notice will be sent to you after
15th February 2017. If your proposal is selected, full papers are to be
uploaded to the conference website no later than 1st June 2017. You must
also register and pay conference fees as soon as possible following receipt
of notification of selection in order to remain on the programme.

Please do not hesitate to consult our website, where we will regularly
update information regarding flights, hotels, travel around, discount and
grant opportunities for the conference.

*GRANTS.* Please note the Lee Kuan Yew School of Public Policy is pleased
to support PhD students presenting at the Conference by providing free
on-campus accommodation and will also support the participation of
academics from developing countries in Asia by providing travel subsidies
of SGD $500 to qualifying applicants. The UNDP is also pleased to support
the costs of scholars' travel for participants presenting papers in panels
marked "eligible for UNDP grant". All grants are awarded on a competitive
basis based on the quality of the abstract. Information on the procedure to
follow to apply for grants and student subsidies is available on our
