I'm writing to invite abstracts for a panel on cooperation among
environmental actors. The abstract is below.

Abstract:

There is considerable attention paid to the fragmentation of environmental
regimes, and of competition among actors for limited funding and scarce
public attention. This insightful work belies the many cooperative efforts
underway to improve environmental outcomes. Some international regimes are
increasingly cooperating, and even formally joining together on
biodiversity issues, as well as to address chemicals and wastes issues.
NGOs and businesses are strange bedfellows working together for rapid
progress on deforestation, water quality and other environmental issues.
This panel aims to explore why cooperation occurs amid fragmentation and
competition, and what we can learn theoretically and empirically from these
efforts.
