You might get in touch with Lise Sedrez, professor of environmental history at 
the Universidade Federal do Rio de Janeiro. She wrote her dissertation on the 
history of Guanabara Bay and is very knowledgeable about Rio. She grew up in 
Rio, got her Ph.D. at Stanford, got tenure at Long Beach State, but decided to 
return to Rio permanently. She is editing a series at University of Arizona 
Press. She is a wonderful and generous person, a dear friend. I coordinated a 
six week seminar there in the Spring with her help. Her history of the Bay 
includes chapters on various forms of management that have prevailed for the 
Bay over the decades. She would have lots of ideas.
