Hi all, I'm looking for past research on the relationship between natural resource market fluctuations and environmental policy changes. In my case I'm looking at the effect of coal prices on the adoption and/or enforcement of surface mining regulations (in the US). But I can see good parallels with other resources -- minerals, forestry, fisheries, etc.
