ENTRI will do this -- http://sedac.ciesin.columbia.edu/entri/.
Click on "treaty locator" in the upper left part of the main page. You will then use an amazon style search and shopping cart process to place the major MEAs you want to track in the shopping cart. One way that would probably work is to select treaties with 100 or more signatories, and then manually add them to your shopping cart based on whether they meet your criteria. Once your cart is the way you want it, click on "view cart." From there you can click on an option to "view status matrix" online, or to "summarize and download" the information in a spreadsheet. If for some reason you wanted to subset the countries as well as the MEAs, that's done by using the "country locator" option. If you don't do anything in the country locator mechanism then by default your results will include all countries.
