app-schema-resolver schema downloading is broken by the changes introduced in
GEOT-3411, and related hack-removal in AppSchemaResolver. The problem is that
downloading works fine, but because Schemas.parse(String, ResourceSet)
carefully now canonicalises file URLs, they no longer match the noncanonical
file URL that might have been provided to the resolver and be stored in the
reverse-lookup map. This prevents reverse-lookups, causing all relative
references to fail.
Affects stable as well as trunk.
