Failure to connect to arcsde server leaves a stale
org.apache.commons.pool.impl.GenericObjectPool trying to create connections on
the background. That is because the pool is created and never closed if it
fails to populate it with pool.minConnections. The commongs pool implementation
leaves a background thread trying to ensure there are minConnections idle
connections but if the server is not available a stack trace is periodically
logged. Harmless, but annoying
