This is indeed annoying. Maybe it's time to poll the GeoServer and the uDig mailing list about the JDK/JRE people can use. I've been in touch with a number of organisations in which even the JRE is forced by the admins and you cannot just install yours (even the uDig way would have been a violation of policy). Usually this is enforced so that the IT department has just one version to support. For people working on Linux and MacOSX getting Java 5 is not an issue, at least Ubuntu still comes with Sun Java 5 among the standard packages. But for Windows developers this Sun trick is going to be an issue. Up untile some weeks ago even older java 1.4 versions were still available for download without pass-through forms, even if they were a bit hard to find.
