The work of managing open DataStores is left to the applicaiton developer
(using a Catalog or Registry of open DataStores). The ShapefileDataStoreFactory
has been maintaining an internal cache - and this conflicted with application
developers doing this kind of work themselves.
In particular this prevented users in uDig from "resetting" a shapefile in
order to reproduce the index as needed.
