CRS.toSRS doesn't work if the WKT or HSQL factory.

For example if you decode EPSG:4326 then use CRS.toSRS you get EPSG:WG 84 not
EPSG:4326. Very incorrect. I suggest looking at the identifiers for a code
then if that fails fall back to the name as a last resort
