Yes, the default style associated to the layer is used to perform filtering and zoom level dependencies. It's meant to provide a continuous experience between server side and client side rendering, if you use the same style on both ends. If you just want to do client side rendering, no matter, setup a SLD with rules that will do the right feature filtering based on the scale denominator, and use placeholder symbolizers inside the rules to make the style formally valid
