I guess you have been reading this part of documentation
http://docs.geoserver.org/latest/en/user/data/raster/index.html and perhaps
especially this
http://docs.geoserver.org/latest/en/user/data/raster/geotiff.html or
http://docs.geoserver.org/latest/en/user/data/raster/imagemosaic/index.html.
By following those manuals you should be able to create a new store, and
reading what is said about stores and layers from
http://docs.geoserver.org/latest/en/user/data/index.html#data should help you
with publishing a new layer.

Aihe: [Geoserver-users] Create WMS Server
I'm working on a demo using Geoserver and Cesium, and I've successfully added
our terrain data to a layer. I'm having a hard time understanding how to add
our image data however. I think I need to create a WMS service with the image
data added? I'm really not sure, but I haven't been able to find much help
from the documentation. Maybe I'm missing something or a little out of my
normal realm. Any pointers on where to look would be great.
