What do you mean by "dump all the cached tiles"? Truncate?
GWC itself has a MassTruncate -
http://geowebcache.org/docs/current/rest/masstruncate.html - I guess
it's available in GeoServer but haven't tested it.
Alternatively I some variant of rm -rf would definitely delete them, but
you'd have to then reset the cache within GeoServer so the metadata
knows about the change.
