Hi,
I assume you're talking about ordering the layer groups in the capabilities
document?
That is currently not possible. There was a pull request to allow global
ordering some time ago,
but did not pass the first review and the fixes were never implemeneted:
https://github.com/geoserver/geoserver/pull/2125
If someone is interesting in resuming the work, it could get merged, it was
not far off
