Hi,
just a simple idea really but... you are in control of what capabilities
document the clients go look for, no?
Can't you simply put the capabilities document on whatever static file
server and then tell the world
"this is my WMS capabilities document"?
If you want to store it in GeoServer you can place it in the data
directory, www subfolder, and
it will be served at:
http(s)://host:port/geoserver/www/youFile.xml
Of course you won't be able to alter the capabilities document linked from
the GeoServer home page
but... do you need to make that page available, to start with?
