It's hard to tell without seeing how you are requesting the map and the get
featureinfo but the most likely reason is that you have not attached the
CQL filter to your getFeatureInfo request. As each request to GeoServer is
independent there is no way for the server to know which items it should
return info on if you don't tell it.
